Support runtime determined variable length arrays in the BT_NBF buffer

      Description

      Currently the X_C_TYPE and X_COMMON buffer requires the user to specify the length of the array at compile time, it would be useful for the NBF buffers to allow the size of the array to be determined at runtime based on the max element count that the code determines

      setAttribute("FOO", 1, value)
      setAttribute("FOO", 2, value)
      setAttribute("FOO", 3, value)

      int foo = getMaxLenght("FOO");
      // foo would be 3

      would allow us to know that the array was 3 elements long
